At the moment creating a Baidu account outside China mainland is an uphill task. If you only want to download files from Baidu use https://baidulinkdownloader.com they allow you to download without account and you can download from most of the Chinese cloud netdisks the likes of Quark , Alipan, Weiyun etc.
If you insist on getting an account then you have these options. Get a friend in China to help you with their account – which is needs a lot of trust . Travel to China and set up the account.
